财政部、海关总署、税务总局印发《关于海南自由贸易港原辅料“零关税”政策的通知》，该政策自2020年12月1日起执行。零关税政策是在今年6月1日《海南自由贸易港建设总体方案》正式公布后，中央和海南省政府推进海南自贸港建设的最新举措。

海南自由贸易港零关税政策明确，在全岛封关运作前，对海南自由贸易港注册登记并具有独立法人资格的企业，进口用于生产自用、以“两头在外”模式进行生产加工活动或以“两头在外”模式进行服务贸易过程中所消耗的正面清单内的原辅料，免征进口关税、进口环节增值税和消费税。除此之外，大幅放宽离岛免税购物政策，免税购物的额度从现在的每人每年3万元提升到每人每年10万元，并且在现行38类商品的基础上进一步扩大免税商品种类，同时优化管理，提高旅客购物的便利度。
